Service description
You may use a vehicle that requires registration on public roads only if it has been registered by the competent authority and you have the Registration Certificate, Part I, with you in the vehicle.
The Certificate of Registration, Part II (formerly the vehicle registration certificate) serves as proof that you are the owner of the vehicle and is important, for example:
- on sale
- When registering, changing registration details, or deregistering
- in connection with the financing. In such cases, the financial institution may retain the Certificate of Registration, Part II, as collateral.
You must apply for a replacement copy of the Certificate of Registration, Part II, from:
- Loss
- Theft
- Illegibility
If Part II of the vehicle registration certificate has been stolen, you must report it to the police. If you lose Part II of the vehicle registration certificate or if it has been destroyed, you must, on a case-by-case basis, submit an affidavit to the competent registration authority or to a notary.
It is not possible to apply for a replacement document online. You must apply for the document in person at the appropriate authority. You will receive the new Certificate of Registration, Part II, after a period of time that will be communicated to you.
Even if you have lost Part II of your vehicle registration certificate, you may still drive your vehicle.
Procedure
- You apply for a replacement part II registration certificate from your registration authority.
- The registration authority reports the loss or theft of the Registration Certificate, Part II, to the Federal Motor Transport Authority (KBA).
- The KBA publishes notices of the loss of the missing Part II of the Certificate of Registration in the *Verkehrsblatt*, which is published every 14 days.
- The registration authority may issue a new Part II Certificate of Registration only after two weeks have elapsed.
- Afterward, you can pick up the new registration document. You must bring Part I of the registration certificate with you.
- If the Vehicle Registration Certificate, Part II, is simply illegible, you can have it replaced immediately by your local registration authority without providing a sworn statement.
- If you find your Certificate of Registration, Part II, you must submit it immediately to the appropriate registration authority.
Responsible body
The licensing authorities of the district administrations or the municipal administrations of the independent cities and large cities within a district are responsible.

- Valid identity card or passport with current registration certificate
- for commercially used vehicles: appropriate evidence
- In case of loss: File a loss report with the registration authority; in some cases, this may require a sworn statement
- In the event of theft: confirmation from the police that the theft has been reported
- If illegible: current Certificate of Registration, Part II
- Existing Certificate of Registration, Part I (formerly Vehicle Registration Certificate)
if necessary:
- If represented by another person:
- written power of attorney
- A copy of your valid ID card or passport
- Valid identity card or passport of the authorized person
- For minors: a written statement of consent from the legal guardians and their identification documents; if applicable, a certificate of sole custody
