Building application

As a rule, the building application must be submitted in writing in duplicate. Application forms can be obtained from the Lower Building Supervisory Authority, architects or bookshops. Of course, you can also download the forms from the Internet. The official forms can be found on the homepage of the Ministry of Finance at the following link:

Municipal forms are available for advertising systems, awnings, land drainage and the list of building encumbrances.

The building supervisory procedures are divided into the exemption procedure, the simplified approval procedure and the normal approval procedure. Due to the complexity of the procedures, we will not go into more detail here. In case of doubt or if you have any queries, please contact the building supervisory staff. Consultations lasting up to 15 minutes and simple information are free of charge.

In this context, we would also like to point out that construction work on building projects requiring approval may only begin once the building permit has been delivered. In the exemption procedure, construction work may begin one month after submission of the required construction documents, unless the municipality notifies the client in writing before the deadline that construction work may begin. If the municipality declares that an approval procedure is to be carried out, it is not possible to carry out the construction project under the exemption procedure. Proof of stability and, if necessary, proof of sound insulation and the energy or heat requirement certificate must be submitted to the building supervisory authority by the start of construction at the latest.
