Apply for a rental car permit
Service description
You require a permit for the commercial transportation of passengers in rental cars. A corresponding application must be submitted to the lower transport authority responsible for you in the respective independent city or district.

Prerequisites
If the applicant fulfills the approval requirements in accordance with § 13 paragraph 1 of the Passenger Transportation Act (PBefG), a rental car permit can be issued in accordance with. § 49 PBefG can be issued.
Approval may only be granted if the approval requirements are met, i.e.
- the safety and efficiency of the company is guaranteed
- there are no facts indicating the unreliability of the applicant as an entrepreneur or of the person appointed to manage the business
- the applicant as entrepreneur or the person appointed to manage the business is professionally qualified
- the applicant and the contractors commissioned by the applicant to provide transport services have their registered office or place of business within the meaning of commercial law in Germany.
In the case of legal entities under public law, the approval requirements pursuant to § 13 (1) shall be deemed to have been granted.
What documents are required?
- Formal application (surname, first name of the applicant; place of residence and business; for natural persons, date and place of birth; number, vehicle type, capacity of the vehicles to be used)
- Certificates of employment or examination certificates (for professional suitability) of the applicant or the person appointed to manage the business
- Equity certificate/additional certificate, not older than 3 months
- Clearance certificate from the tax office, the municipality, the social insurance institution and the employers' liability insurance association not older than 3 months (from the entrepreneur, the legal representative and the person appointed to manage the business/transport manager)
- Certificate of good conduct for submission to the authorities
- Extract from the Central Trade Register n (for companies)
- Extract from the driving aptitude register (FAER)
General documents:
- Vehicle list, if applicable rental vehicles with rental contract or leasing list
- Proof of liability insurance for rental cars incl. risk index (WKZ)
- Business registration
Note: The competent authority may request further documents.
What fees apply?
Framework fee for the permit: 50.00 euros to 500.00 euros
For standard cases it is
- for the first vehicle at 60€
- For each additional vehicle at 30€.
These amounts are not binding for the approval authority.
In the event of an excessively high administrative burden, the approval authority may deviate from this up to the maximum amount of the framework fee.

What deadlines do I have to observe?
Deadlines do not begin to run until a decision-ready application has been submitted. If the application is complete, a decision on the application must be made within 3 months. The deadline can be extended by three months if necessary.
Processing time
The processing time may vary between the responsible lower traffic authorities.
The processing time may depend, among other things, on whether all documents relevant to the decision have been submitted or whether additional requests for documents become necessary.

A formal application for a permit to operate a rental car can be obtained from the relevant lower transport authority
