I. Announcement date
In the simplified land consolidation procedure Vollmersbach, District of Birkenfeld, the land consolidation plan amended by Addendum 1 is submitted to the participants in accordance with Section 59 (1) of the Land Consolidation Act (Flurbereinigungsgesetz - FlurbG) in its currently valid version on
Thursday, 20.11.2025,
in the time from 09.00 a.m. to 11.00 a.m.
at the Dienstleistungszentrum Ländlicher Raum Rheinhessen-Nahe-Hunsrück, (Room 3), Schlossplatz 10, 55469 Simmern
announced.
Parties who do not wish to raise objections
or do not wish to uphold objections raised,
do not need to appear.
The land consolidation plan will be available for inspection by affected parties during this period. Employees of the Dienstleistungszentrum Ländlicher Raum Rheinhessen-Nahe-Hunsrück (hereinafter referred to as "DLR") will explain the new field division, provide information and, upon request, show individual parties their new plots of land on site after an appointment has been made. It is in the interests of the parties involved to attend this appointment, which is specifically intended to provide information and explanations. It is not possible to provide detailed information on the settlement of individual participants at the hearing (see section II.).
Each participant affected by Addendum 1 shall receive an extract from the amended land consolidation plan showing the area and value of their new land parcels and the ratio of their total compensation to the compensation they have contributed. If participants have appointed authorized representatives or representatives have been appointed, the extract will be sent to the authorized representative or representative. Please always have this statement to hand when contacting the DLR.

II Hearing date
This will be followed by a hearing to hear the parties involved on the content of the land consolidation plan amended by Addendum 1 in accordance with Sections 59 (2) and 60 FlurbG. The hearing will also take place on

Objections to the content of the land consolidation plan amended by Addendum 1, in particular to the compensation, must be raised by the parties involved either at the hearing date to avoid exclusion or within a period of two weeks starting on November 21, 2025, in writing, in electronic form in accordance with Section 3a of the Administrative Procedure Act or for the record. The objections submitted at the hearing date will be recorded in the minutes. Written objections must be submitted within the two-week period to the

Prior submissions or consultations with DLR or other authorities are pointless and have no legal effect.
Travel and transportation costs will not be reimbursed.
Anyone who is unable to make a declaration may be represented by an authorized representative. The authorized representative must prove their power of representation by means of a proper power of attorney. This also applies to spouses or civil partners under the Civil Partnership Act if they represent each other.
The proxy forms are available for download on the Internet at www.landentwicklung.rlp.de/Landentwicklung/Verfahren/Alle (select Vollmersbach procedure) under 10. forms.
Authorization forms can also be requested from DLR.
The signature of the authorizing party must be notarized by an authority with an official seal (e.g. municipal or association municipal administration or local mayor). As a transaction that serves the implementation of simplified land consolidation, the certification of the signature is free of charge and fees in accordance with Section 108 of the Land Consolidation Act and Section 6 of the Implementation Act to the Land Consolidation Act in its currently valid version.
Unless otherwise agreed with the participants, the transfer of ownership and use of the properties affected by this addendum shall take place on the date specified in the transitional provisions of 12.12.2024, based on the year 2026.
III Supplement for holders of rights to real estate
Secondary parties whose rights are evident from the land register will also receive an excerpt from the land consolidation plan with this summons. The settlement properties specified in the extract are liable for the rights. The previously liable old properties can be determined on the basis of the information on the land register entries provided in the extract.
Since the registered rights in the simplified land consolidation procedure are preserved by the designation of corresponding new real estate and the new real estate takes the place of the old real estate with regard to the encumbrances, it is not absolutely necessary for the secondary parties to attend the meeting.
