Urban land-use planning for the town of Idar-Oberstein, Weierbach district;
Development plan We-20 "Pfarracker" - 2nd amendment;
Resolution on the preparation of the draft in accordance with Section 1 (3) and Section 2 (1) of the German Building Code (BauGB) and public participation in accordance with Section 3 (2) BauGB - draft open to the public
At its meeting on December 10, 2025, the city council of Idar-Oberstein decided to initiate the procedure for the 2nd amendment to the development plan We-20 "Pfarracker" in accordance with Section 2 (1) BauGB.
With the amendment to the development plan, individual textual stipulations are to be adapted to the current requirements of modern residential construction and to the 1st amendment that has already been made. The main features of the planning remain unaffected; no changes are made to the plan drawing. In particular, the aim is to open up the area to contemporary forms of construction (including flat roofs, modern façade materials) and to include additional regulations on climate and species protection.
The plan area is located in the district of Weierbach. The spatial scope of the 2nd amendment encompasses the entire scope of the original development plan with the exception of the recently overplanned cemetery expansion area (1st amendment).
The scope of application covers an area of approx. 10.4 ha and can be seen on the map below.

The amendment of the development plan is carried out in a simplified procedure in accordance with Section 13 BauGB.
The land use plan of the city of Idar-Oberstein depicts a residential area for the plan area. The development plan is therefore developed from the land use plan in accordance with Section 8 (2) BauGB.
In accordance with Sections 13 and 3 (2) BauGB, in the version published on November 3, 2017 (BGBl. I p. 3634), which was last amended by Article 1 of the Act of October 27, 2025 (BGBl. 2025 I No. 257), it is hereby publicly announced that the draft development plan, consisting of the plan drawing and the text section together with the explanatory statement, will be published during the following period
from 06.01.2026 up to and including 06.02.2026
on the website of the city of Idar-Oberstein at
https://www.idar-oberstein.de/bekanntmachungen
and made available for viewing and downloading. The content of the announcement is also posted on the Internet.
The above-mentioned documents can also be inspected during the above-mentioned period at the Idar-Oberstein city administration, Stadtbauamt, Georg-Maus-Str. 1, 55743 Idar-Oberstein, room I.130, during general office hours (Monday to Friday from 8:30 to 12:00 and Monday, Tuesday and Thursday from 14:00 to 16:00).
The development plan meets the requirements to be implemented in a simplified procedure in accordance with Section 13 BauGB. § Section 13 (2) and (3) BauGB apply accordingly. It should be noted that, in accordance with Section 13 (3) BauGB, an environmental assessment pursuant to Section 2 (4) BauGB, the environmental report pursuant to Section 2a BauGB, the information pursuant to Section 3 (2) sentence 2 BauGB on the types of environmental information available, the summary declaration pursuant to Section 10a (1) BauGB and, pursuant to Section 13 (2) BauGB, the early information and discussion pursuant to Sections 3 (1) and 4 (1) BauGB are waived.
Anyone can submit comments during the publication period. In accordance with Section 3 (2) sentence 4 no. 2 BauGB, comments should be submitted electronically where possible; this can be done by e-mail to the e-mail address: planung@idar-oberstein.de. It is also possible to submit comments in writing or for the record. The comments will be reviewed by the City Council. The result of the review will be communicated. In accordance with Sections 3 (2) and 4a (5) BauGB, comments that are not submitted on time may be disregarded when a decision is made on the development plan. Furthermore, it is pointed out that an application pursuant to Section 47 of the Administrative Court Code is inadmissible if it asserts objections that were not asserted by the applicant during the public inspection or were asserted late but could have been asserted.
Personal data is processed on the basis of Art. 6 (1) (e) of the General Data Protection Regulation (GDPR) in conjunction with Art. § Section 3 BauGB and the Rhineland-Palatinate State Data Protection Act.
