Resolution on the preparation of the draft in accordance with Section 1 (3) and Section 2 (1) of the German Building Code (BauGB) and public participation in accordance with Section 3 (2) BauGB - draft open to the public
At its meeting on 07.05.2025, the city council of Idar-Oberstein decided to initiate the procedure for the 1st amendment to the development plan O-41 "Leysser development area" in accordance with Section 2 (1) BauGB.
The central aim of the 1st partial amendment to the development plan is to enable the redensification and conversion of the area between Bahnhofstrasse, Nahestrasse and Otto-Decker-Strasse to create a vibrant neighborhood. In addition to the existing demand for housing, space is to be created for commercial, office and service uses, social, inclusive and healthcare facilities as well as tourism and local recreation facilities. For this reason, the planning area is designated an urban area in accordance with Section 6a BauNVO.
The planning area is located in the Oberstein district and is bounded as follows:
- to the north by the parking lot of the adjacent Lidl supermarket,
- to the west by the road traffic area of Nahestraße,
- to the east by the road traffic area of Otto-Decker-Straße,
- to the south by the road traffic area of Bahnhofstrasse.
The scope of application covers an area of approx. 4,420 square meters and can be seen on the map below.

The 1st partial amendment to the project-related development plan O-41 "Leysser development area" replaces the project-related development plan "Leysser development area" from 2013 in its area of application.
The land use plan of the city of Idar-Oberstein depicts a mixed-use area and a single facility subject to monument protection for the plan area. The 1st partial amendment to the development plan has therefore been developed from the land use plan in accordance with Section 8 (2) BauGB.
