Development plan Na-15 "Gewerbepark Nahetal" - 4th amendment;
Resolution on the preparation of the project in accordance with Section 1 (3) and Section 2 (1) of the German Building Code (BauGB) and early public participation in accordance with Section 3 (1) BauGB
At its meeting on February 26, 2025, the city council of Idar-Oberstein decided to initiate the procedure for the 4th amendment to the Na-15 "Nahetal Industrial Park" development plan in accordance with Section 1 (3) and Section 2 (1) of the German Building Code (BauGB) (decision to draw up the plan).
The partial amendment to the development plan is intended to create the legal planning requirements for the establishment of stores and retail businesses as well as other commercial enterprises with sales areas for the sale of center-relevant product ranges in the planning area between John-F.-Kennedy-Straße and Carl-Benz-Straße (commercial area in accordance with Section 8 BauNVO).
The aim is to meet the continuing demand for suitable space outside the city center locations and within the business park. In addition, the aim is to maintain a competitive retail location compared to online retail and the shopping centers in Trier, Bad Kreuznach and Kaiserslautern in order to meet the shopping habits and requirements of the population in particular. As individual commercial properties in the plan area have been vacant for a long time, making the location more attractive can quickly release this potential space for retail use.
The area to be planned has a size of approx. 3.2 ha. The scope of the 4th amendment is outlined in black and labeled in the following map section.

The Na-15 "Gewerbepark Nahetal" development plan area is located in the Nahbollenbach district, approx. 2 km east of Oberstein town center on the western edge of the district and the old town of Nahbollenbach. The industrial park is bordered to the north by the B41 federal highway. The Mainz-Saarbrücken railroad line runs to the south. The pending amendment relates to the GE2 planning area, which comprises the industrial estate areas between John-F.-Kennedy-Straße and Carl-Benz-Straße.
The legally effective land use plan of the city of Idar-Oberstein shows several contiguous areas for commercial development and special development areas for retail and leisure in the area of the Nahetal business park. The amendment area of the development plan concerns the areas that are shown as commercial development areas in the land use plan. The amendment area therefore complies with the development requirement pursuant to Section 8 (2) BauGB.
As part of the amendment to the development plan, an environmental assessment will be carried out in accordance with Section 2a BauGB and an environmental report prepared in accordance with Section 2 (4) BauGB. The environmental report will only be completed after the early involvement of the authorities in accordance with Section 4 (1) BauGB. On the basis of the early participation, the required scope and level of detail of the environmental report is first determined in accordance with Section 4 (1) sentence 1 BauGB.
In accordance with Section 3 (1) BauGB, in the version published on November 3, 2017 (BGBl. p. 3634), which was last amended by Article 3 of the Act of December 20, 2023 (BGBl. 2023 I No. 394), public notice is hereby given that the general objectives and purposes, significantly different solutions that may be considered for the redesign or development of an area and the likely effects of the planning in the period
from 11.06.2025 up to and including 12.07.2025

can be inspected. For this purpose, the preliminary draft of the development plan, consisting of the plan drawing and the text section together with the explanatory memorandum and environmental report, will be published and made available for download during the above-mentioned period. The content of the announcement is also posted on the Internet.
The above-mentioned documents can also be inspected during the above-mentioned period at the Idar-Oberstein city administration, Stadtbauamt, Georg-Maus-Str. 1, 55743 Idar-Oberstein, room I.130, during general office hours (Monday to Friday from 8:30 to 12:00 and Monday, Tuesday and Thursday from 14:00 to 16:00).
Anyone can submit comments during the publication period. In accordance with Section 3 (2) sentence 4 no. 2 BauGB, comments should be submitted electronically where possible; this can be done by e-mail to the e-mail address: planung@idar-oberstein.de. It is also possible to submit comments in writing or for the record. The comments will be reviewed by the City Council. The result of the review will be communicated.
